The Coast Guard download site below requires you to login with your CAC first

Download ActivClient from the Coast Guard Portal: https://cgportal2.uscg.mil/units/tiscom/Documents/remote_access.htm NOTE: Requires CAC login from your work computer
ActivClient 6.2 software update
There is a fix for the 144 CAC card not working on your computer. Contact your IT support and have TISCOM tech bulletin 341 run on your machine. This will install ActivClient 6.2. Afterwards, you will log back on to the computer, open Internet Explorer go to tools->Internet Options->Content->Certificates -- highlight all the certificates in the personal tab and delete them, Reboot the computer.
Other CAC use options:
WINDOWS 7 & 8 USERS: Is your CAC a "Gemalto TOP DL GX4 144" or "Oberthur ID One 128 v5.5 Dual", you "may" be able to use your CAC without needing to install ActivClient. Another guide to help figure out which CAC you have
If you are unsure whether you have a 32 or 64 bit version, here is how to find out:
Windows 7, & Vista, Right click Computer, select Properties. Under System, System type you will see 32 or 64-bit.XP, Right click My Computer, select Properties. If it doesn't say 64 bit, you have a 32 bit Operating System.
